EPA 608 Certification: Complete Guide
If you handle refrigerant in the U.S., you must hold EPA Section 608 certification. It's a federal crime to buy, recover, or add refrigerant without it. What Is EPA Section 608?
Section 608 of the Clean Air Act (Title VI, 40 CFR Part 82, Subpart F) makes it illegal to knowingly vent ozone-depleting or greenhouse-gas refrigerants into the atmosphere during service, maintenance, repair, or disposal of HVAC/R equipment. To enforce this, the EPA requires every technician who works on refrigerant-containing equipment to be certified.
The certification comes in four flavors, organized by equipment category. The "Core" section (theoretical knowledge) is required for all four. Beyond Core, you choose one or more equipment types based on the work you do.

The exam is a closed-book multiple-choice test administered by EPA-approved certifying organizations (such as ESCO Institute, HVAC Excellence, Mainstream Engineering, and Ferris State). The structure:

Required regardless of which type(s) you take. About 25 questions, 70% to pass. Topics:

Type I — Small Appliances

Type II — High-Pressure Systems
~25 questions, 70% to pass. Topics: leak detection, leak repair requirements for appliances over 50 lb, recovery techniques for functioning and non-functioning systems, recovery cylinder handling, EPA evacuation levels by equipment class, refrigerant oils and POE compatibility.
Type III — Low-Pressure Systems
~25 questions, 70% to pass. Topics: centrifugal chiller operation, recovery with the chiller's own compressor or with a recovery unit, pressure-relief procedures, purge units, and the special evacuation requirements for low-pressure refrigerants.

How to Prepare
The exam is passable with focused study. A typical prep path:
- Get a study guide — every certifying organization publishes a free or low-cost Section 608 prep manual. The ESCO Institute and Mainstream Engineering guides are the most commonly used.

- Proctored exams are administered by EPA-approved organizations through testing centers (often trade schools, supply houses like Johnstone Supply or Würth, or community colleges).
- Online proctored exams became common during and after 2020 — main organizations now offer webcam-proctored testing, but you typically need to schedule a session and verify your identity.
- Cost typically ranges from $25 per section to $75–$150 for Universal, depending on the organization.
- Results are immediate for most online exams; certifying organizations mail or email a physical wallet card.
The AIM Act and 608 — What's Changed?
The Section 608 rules have been updated several times since the original 1993 rule. The most important changes affecting current technicians:
- Extension to HFCs (2018 update) — the prohibition on venting now covers HFC refrigerants (R-410A, R-404A, R-134a, etc.), not just CFCs and HCFCs. The leak-repair and recordkeeping requirements were also extended to HFC equipment.
- Lower leak-rate thresholds (2018 update) — commercial refrigeration must repair at 30% annual leak rate (down from 35%), and industrial process refrigeration at 20% (down from 35%). Comfort cooling remains at 10%.
- Updated recordkeeping — technicians and owners must keep records of refrigerant added, leaks found, and disposal for at least 3 years.
- Sales restrictions — refrigerant in any size container can only be sold to certified technicians (small cans for motor vehicle AC are a separate Section 609 program).
- A2L transition — Section 608 certification covers R-454B and R-32, but technicians must follow new A2L safety practices. The certification itself does not expire, but OEM and state A2L training may be required.

Recertification rules depend on when you were certified:
- Certified on or after January 1, 2018: Certification does not expire. No recertification exam is required.
- Certified before January 1, 2018: The original certification did not expire, but the recertification (open-book) exam is required if your certification was issued under the older rules and you have not kept it current. Most certifying organizations also offer voluntary recertification for techs who want to refresh their knowledge.
Regardless of certification date, technicians must comply with the current EPA rules — old knowledge isn't a defense. Stay current with EPA rule changes; the AIM Act transition is changing the practical rules every few years.
Common Mistakes That Cost You the Exam
- Skipping the Core — every type requires passing Core, even if you only want Type I.
- Confusing reclaim, recover, and recycle — these have specific regulatory definitions and the exam tests them hard.
- Not memorizing the leak-repair thresholds — comfort cooling 10%, commercial refrigeration 30%, industrial 20%.
- Forgetting that HFCs are now covered — older study materials may not include this; verify your prep guide is current.
- Assuming the exam is open-book — it is closed-book and proctored. Only the recertification exam (for older certifications) is open-book.
What You Can Do Once Certified
- Buy any size refrigerant container.
- Recover refrigerant from any system within your certified type(s).
- Add or change refrigerant on service calls.
- Sign off on leak inspections and repairs as the "certified technician."
- Work for most residential and commercial HVAC contractors — most require at least Type I + Type II, and many require Universal.
Career Impact
Section 608 is the entry-level credential — every tech needs it, and you cannot legally work without it. But it's just the start. Specialized certifications that boost pay and opportunities:
