EPA AIM Act: The R-410A Phase-Out Explained
The R-410A era is ending. Under the federal AIM Act, the EPA is forcing an 85% reduction in hydrofluorocarbon (HFC) refrigerants over 15 years — and R-410A, the workhorse of residential HVAC for the last two decades, is the biggest target. This guide explains the law, the timeline, the R-454B replacement, and exactly what every technician and contractor needs to do to stay compliant.
What Is the AIM Act?
The American Innovation and Manufacturing Act of 2020 (AIM Act) is a bipartisan federal law that authorizes the U.S. Environmental Protection Agency to phase down the production and consumption of HFC refrigerants. It was passed as part of the Consolidated Appropriations Act in December 2020 and is the U.S. implementation of the Kigali Amendment to the Montreal Protocol.
The law gives the EPA three main authorities:
- Production and consumption phase-down — establishing an allowance allocation system that gradually shrinks the amount of HFCs that can be made or imported each year.
- Sector-based restrictions — prohibiting high-GWP HFCs in specific end-uses (residential AC, commercial refrigeration, aerosols, foam blowing).
- Reclaim and transition program — promoting recycling of existing refrigerant and the move to next-generation low-GWP alternatives.
The goal is an 85% reduction in HFC consumption by 2036, measured against a 2011–2013 baseline. This is one of the most significant regulatory shifts the HVAC industry has seen since the R-22 phase-out under Title VI of the Clean Air Act.
Why R-410A Is the Prime Target
R-410A is a 50/50 blend of R-32 and R-125 with a GWP of 2,088 — meaning one pound of R-410A released to the atmosphere has the same warming effect as 2,088 pounds of CO₂. It is also the most widely used refrigerant in U.S. residential and light commercial AC, with hundreds of millions of pounds in active service.
The EPA's strategy is to attack the highest-volume, highest-GWP refrigerants first. R-410A checks both boxes. That makes it the leading candidate for restriction in new equipment and for aggressive production cuts.
Important: The AIM Act does NOT ban R-410A the way R-22 was banned. Existing systems can still be serviced. What changes is which refrigerants can go into new equipment and how much new R-410A can be produced each year.
The HFC Reduction Timeline
The EPA's allowance allocation rule (40 CFR Part 84, Subpart A) sets a fixed schedule of declining production caps. The baseline is the average U.S. HFC consumption from 2011 to 2013.

The biggest single step happened in 2024, when the cap dropped from 90% to 60% of baseline. This is why R-410A prices spiked and shortages appeared in 2023–2024, and why reclaim became a hot commodity — every pound recovered and reclaimed effectively counts twice against the cap.
The January 1, 2025 Sector Restriction
Separate from the production caps, the EPA issued the Technology Transitions Rule (October 2023), which restricts the use of certain HFCs in specific products and equipment. For residential and light commercial HVAC, the key date is January 1, 2025.
On that date, manufacturers can no longer produce or import new residential and light commercial air conditioning equipment that uses R-410A and similar high-GWP HFCs. Effectively, every OEM shifted new residential product lines to R-454B or R-32 — both A2L, low-GWP refrigerants.
- R-454B (Opteon XL41 / Puron Advance): GWP ~466. Slightly higher capacity than R-410A, similar pressures. Adopted by Carrier, Trane, Lennox, Bosch, Ruud, and most U.S. residential OEMs.
- R-32: GWP ~675. Higher capacity and efficiency, but higher discharge temperatures. Common in mini-splits and in Europe/Asia; less common in full-size U.S. split systems so far.
The restriction applies to manufacture and import, not installation. Equipment manufactured before January 1, 2025 can still be sold and installed after that date until inventory clears. But once the channel is flushed, every new system installed will be A2L.
What This Means for Technicians
The phase-out affects the field in five concrete ways.
1. Two Refrigerants in Service — Indefinitely
You will service R-410A systems for the next 15–20 years as the installed base ages out, while also installing and servicing R-454B and R-32 systems. Your truck needs to carry both, your recovery cylinders must be labeled correctly, and you can never mix the two. Never put R-454B in an R-410A system or vice versa.
2. A2L Safety Changes
R-454B and R-32 are A2L — mildly flammable. They will not ignite under normal service conditions (they require high concentration, a very specific air-fuel mix, and a high-energy ignition source), but you must adapt:
- Use only listed recovery machines, vacuum pumps, and leak detectors rated for A2L.
- Do not install A2L systems near continuous ignition sources (furnace ignition, gas water heater pilots) without following the manufacturer's minimum clearance and mitigation requirements.
- Follow ASHRAE 15.2 / 15 and local mechanical code for ventilation and leak detection in confined spaces.
3. New Service Tools and Equipment
Most of your existing tools work, but not all. Key upgrades:
- Manifold gauges: Hoses rated for A2L and for higher pressures (R-454B operates near R-410A pressures).
- Leak detectors: Heated diode or infrared — make sure yours is rated to detect R-454B / R-32.
- Vacuum pump: Same pump works, but you must pull a deeper vacuum on A2L systems (often ≤ 500 microns per OEM spec).
- PT charts: New PT relationship — you need an R-454B PT chart or a calculator app.
4. Pricing and Availability
R-410A cylinder prices fluctuated wildly in 2023–2024 as the 2024 cap hit. Expect continued volatility: when supply tightens, recovered and reclaimed R-410A becomes more valuable. Recovery is no longer optional or "good practice" — it's a revenue stream and a legal requirement. Every pound you recover and return to a reclaimer helps offset cap-driven shortages.
5. Compliance and Documentation
The Section 608 rules still apply — and are stricter than ever. You must:
- Recover refrigerant before opening any system (no venting, ever).
- Record leak rates and repairs for systems above the threshold (commercial/industrial).
- Use EPA-certified recovery cylinders and document disposal/reclaim.

R-454B: The Chosen Successor
R-454B is a blend of 68.9% R-32 and 31.1% R-1234yf, with a GWP of about 466 — a 78% reduction versus R-410A. From a service standpoint it behaves similarly:
- Operating pressures: within 5–10% of R-410A.
- Capacity: slightly higher than R-410A at the same compressor displacement.
- Efficiency: similar to or slightly better than R-410A.
- Glide: very low (~1°F), so it behaves like a near-azeotrope for charging purposes.
- Oil: POE (polyolester), same as R-410A.
R-454B is NOT a drop-in for R-410A systems. It requires a different metering device (orifice/TXV), a listed A2L-compatible compressor, and components rated for the refrigerant. Some retrofit paths exist for specific commercial equipment, but in residential HVAC the practical answer is: new equipment only.

Compliance Checklist for Contractors
- ✅ Maintain active EPA Section 608 certification for every tech handling refrigerant.
- ✅ Carry separate, clearly labeled recovery cylinders for R-410A, R-454B, and R-32.
- ✅ Equip every truck with A2L-rated manifolds, hoses, and a listed leak detector.
- ✅ Train all technicians on A2L safety, leak detection, and minimum clearance requirements.
- ✅ Document every recovery: refrigerant type, weight, source system, and final disposition (reclaimed or reused on-site).
- ✅ Verify new equipment listings before installation — confirm the unit is rated for the refrigerant on the nameplate.
- ✅ Pull the required vacuum (typically ≤ 500 microns) and break the vacuum with nitrogen, never with refrigerant.
