Refrigerant Transition 2025-2036: What HVAC Techs Need to Know
The U.S. is in the middle of the largest refrigerant transition in 30 years. Under the federal AIM Act, HFC refrigerants like R-410A are being phased down 85% by 2036, and starting January 1, 2025, manufacturers can no longer produce new R-410A residential equipment. This guide walks through the full 2025–2036 roadmap, the new refrigerants you'll be servicing, equipment compatibility rules, and the tool changes every tech needs to make.
The Big Picture
The transition has three moving parts, all driven by the EPA under authority of the AIM Act:
- Production phase-down — declining caps on how much HFC can be made or imported each year.
- Equipment restrictions — sector-based bans on new equipment using high-GWP HFCs.
- Reclaim emphasis — recovered and reclaimed refrigerant increasingly fills the gap as new production shrinks.

The HFC Phase-Down Timeline
The EPA's allowance allocation rule sets a fixed schedule of declining HFC production caps, measured against a 2011–2013 baseline.

Equipment Restrictions: The January 1, 2025 Cutoff
The EPA's Technology Transitions Rule (October 2023) added product-specific restrictions on top of the production caps. For HVAC, the key restriction:
- Effective January 1, 2025 — manufacturers cannot produce or import new residential and light commercial AC equipment using R-410A or other high-GWP HFCs.
- Applies to manufacture/import only — equipment built before that date can be sold and installed until inventory clears.
- Does not affect service — existing R-410A systems can be serviced, charged, and repaired for their full life.
- Replacement equipment — once the legacy channel is flushed, every new residential system installed will be A2L (R-454B or R-32).

The New Refrigerants
Multiple low-GWP refrigerants are replacing R-410A and other HFCs. The ones residential and light-commercial techs need to know:
R-454B — The Residential AC Successor
A blend of 68.9% R-32 and 31.1% R-1234yf, GWP ~466, A2L. Adopted by Carrier, Trane, Lennox, Bosch, Ruud, and most major U.S. residential OEMs. Operating pressures within 5–10% of R-410A, similar capacity and efficiency, very low glide (~1°F). R-32 — The Global Workhorse
A single-component refrigerant (difluoromethane), GWP ~675, A2L. Lower glide (zero) and higher capacity than R-454B, but higher discharge temperatures. The dominant residential AC refrigerant in India, Japan, China, and increasingly Europe. Less common in full-size U.S. split systems so far, but approved and growing.
R-1234yf — Motor Vehicle AC
HFO refrigerant, GWP ~1, A2L. The standard for new car air conditioning worldwide. HVAC techs rarely encounter it directly, but it's a component of R-454B and increasingly used in some commercial systems.
R-1234ze and R-1233zd — Chillers and Refrigeration
Ultra-low-GWP HFO/HCFO refrigerants (GWP < 7). Used in centrifugal chillers replacing R-123 and R-134a, and in some commercial refrigeration. Most residential techs won't see these.
R-290 (Propane) — Self-Contained Refrigeration
GWP ~3, A3 (flammable). Approved by the EPA for self-contained commercial refrigeration in 2025 under strict charge limits (currently ~150 g in the U.S., being expanded). A niche for refrigeration techs, not residential AC.

Equipment Compatibility: What's Interchangeable
The short answer: almost nothing is interchangeable. The rules:
- Never put R-454B in an R-410A system (or vice versa). Different metering devices, different compressor designs, different safety standards.
- Never blend refrigerants in the same recovery cylinder. Contaminated cylinders are rejected by reclaimers.
- Verify the unit's nameplate before charging. The nameplate lists the only approved refrigerant.
- Use OEM service literature — A2L systems have tighter procedures, deeper vacuums, and clearance requirements that legacy A1 systems did not.
- Commercial retrofit paths exist for specific equipment (e.g., some screw chillers can be converted to R-1234ze). Always follow the OEM retrofit kit; ad hoc blends are illegal and unsafe.
Cross-contamination is the #1 transition risk. A single batch of R-454B contaminated with R-410A will fail a reclaimer's purity test and you'll lose the cylinder value. Use separate, clearly labeled recovery cylinders for each refrigerant. Color-code your hoses if needed.
Service Tool Changes
What Stays the Same
- Vacuum pumps (must pull ≤ 500 microns for A2L; most good pumps already can).
- Refrigerant scales, micron gauges, core tools.
- Most hand tools and electrical tools.
What Must Be Upgraded
- Manifold and hoses — rated for A2L and for 800+ psig high side. Old R-22 manifolds are not safe at R-454B/R-32 pressures.
- Leak detectors — must be rated to detect R-454B and R-32. Heated diode or infrared; some older sensors will not alarm on A2L refrigerants.
- Recovery machines and cylinders — must be listed for A2L service and pressure-rated.
- PT charts — R-454B and R-32 have different PT relationships. Carry an R-454B PT chart or use an app.
- Torque wrench for A2L mini-split flares — OEMs now specify torque values that hand-tight can't achieve.
Safety Practice Changes
- A2L clearance from ignition sources — furnaces, water heaters, gas dryers must meet minimum separation per ASHRAE 15.2 and the OEM.
- Leak detection in confined spaces — some A2L installations in basements, crawlspaces, or commercial spaces require refrigerant detectors and mitigation per code.
- No open flames near A2L service work. Brazing requires purging with nitrogen as always.
- A2L training — many OEMs (Carrier, Trane, Daikin) and some states now require A2L safety training before installing or servicing A2L equipment.

- R-410A prices spiked 30–60% in 2023–2024 as the 2024 cap hit. Expect continued volatility, with reclaim offering some buffer. As the 2029 cap cuts allocations to 30% of baseline, prices will rise again and supply will tighten.
- R-454B started 2025 with limited supply as production ramped; prices should normalize over the next two years as supply scales.
- R-32 is globally abundant and tends to be cheaper per pound than R-454B, but U.S. distribution is still maturing.
- Reclaim becomes a profit center as supply tightens — every pound you recover and return to a reclaimer has real value, and EPA's reclaim program is being strengthened.
Putting It All Together
The 2025–2036 transition is unavoidable. The contractors who win will be the ones who treat it as a strategic shift, not an annoyance: get A2L tools now, train the team on A2L safety, dedicate and label recovery cylinders by refrigerant, and lean into reclaim. Holdouts will face higher refrigerant costs, lost installation work to competitors, and potential compliance violations as OEM service procedures tighten.
